Honeyman Group: sole director has 3 identities in Companies House
"Clean steam" quality control at Barnard Castle; compromised.
On 1st July 2020 the Northern Echo published a semi-light-heated article: Dominic Cummings invited to take Covid-19 test by Barnard Castle lab.
A LABORATORY has launched a new Covid-19 antibody test and offered to send one to the Prime Minister’s chief adviser, Dominic Cummings, after his controversial trip to the region. […]
Barnard Castle-based firm Honeyman, has announced the introduction of a high accuracy, rapid turnaround Covid-19 antibody testing service and said they would send one to Mr Cummings. […]
Honeyman has partnered with Quotient Limited to launch the new, highly sensitive antibody test using Quotient’s high-throughput MosaiQ platform.
Detecting antibodies with sensitivity, the MosaiQ equipment claims to process up to 3,000 samples a day using Honeyman’s sample collection network. […]
The company is the only laboratory to provide antibody and Polymerase chain reaction (PCR) sample turnaround in less than 24 hours from collection throughout the UK and Ireland.
Curious, I looked up “Honeyman Group” in Companies House and “Honeyman” in the Government Contracts Finder, as well as consulted the Honeyman Group company website, checking to see if everything complied with due process. I found anomalies that indicate the director of Honeyman Group is committing synthetic identity fraud.

Description:
Honeyman Group Limited with registered office address Harmire Enterprise Park, Harmire Road, Barnard Castle, County Durham, DL12 8BN is an active private limited company, incorporated on 28 January 1997.
The next accounts made up to 30 April 2023 are due by 31 January 2024. The next statement date 22 April 2024 is due by 6 May 2024.
The nature of business (SIC) 72190 is “Other research and experimental development on natural sciences and engineering”.
It was incorporated with the name Speed 6124 Limited on 28 Jan 1997, it changed name to Honeyman Associates Limited on 10 Mar 1997, then to Honeyman Water Limited on 28 Apr 2000. This name was changed to Honeyman Group Limited on 02 May 2003.
Observation:
Honeyman Group Limited has been known by three names previously; Speed 6124, Honeyman Associates and Honeyman Water. This presents a potential risk that contracts signed in these previous company names are ceded to companies established later, with these names. This is a red flag for potentially being a “setup” for money laundering, planned for the future, using these names.

Observation about the current director of Honeyman Group Limited:
Thomas Honeyman is the only active officer of Honeyman Group Limited. He gives his correspondence address as Harmire Enterprise Park, Harmire Road, Barnard Castle, County Durham, DL12 8BN, which is also the registered office address. He was appointed on 5 October 2011.

Nature of control Ownership of shares – More than 50% but less than 75%
There are two current persons with significant control, a corporate identity, Praeluceo Group Limited and Thomas Honeyman. They both purport to hold 75% or more ownership of shares, which is impossible since there are no more than 100% of shares. Whereas, this record declares a joint ownership of 150% shares. This is impossible and an anomaly. This is a red flag as it is an inaccurate record.
Thomas Honeyman’s control commenced on 21 January 2022. This is also the date that the previous person with significant control, Trevor Honeyman, resigned as director and his control ceased. Praeluceo Group Limited’s control commenced on 7 March 2022.

PRAELUCEO GROUP LIMITED is registered at the same address as Honeyman Group Limited; Harmire Enterprise Park, Harmire Road, Barnard Castle, County Durham, DL12 8BN. A private limited company, it was incorporated on 1 August 2000
The next accounts made up to 30 April 2023 are due by 31 January 2024. The nature of business (SIC) 82110 is “Combined office administrative service activities”. It was previously named HONEYMAN ASSOCIATES LIMITED, 01 Aug 2000 - 11 Mar 2022. This is the same name that was a previous name of Honeyman Group Limited. Refer to the first information, at the top of this report. Honeyman Group Limited was known as HONEYMAN ASSOCIATES LIMITED from 10 Mar 1997 to 28 Apr 2000.
This is evidence of switching names between two companies and it is prohibited since company names are mandated, by the Companies Act 2006, to be unique.
From the “people” record, PRAELUCEO GROUP LIMITED people, Thomas Honeyman is the only active director of this company since his appointment on 7 March 2022. He is also the only person with significant control, from this date, taking over from Trevor Honeyman.

Summary: This contract was awarded by Centre for Process Innovation Limited to Honeyman Group Limited to be the single supplier of outsourced services delivering Quality Control testing (Microbiological and Facility Environment Testing) for the new National Biologics Manufacturing Centre (NBMC), from 1 July 2015 to 30 June 2017.
Observations: Breach of due process: registration number omitted from the contract.
Note that the reference number for Honeyman Group Limited is not included, in the contract notice quoted above. This is a breach of due process. For accountability the Companies House registration number should be provided as this is a legal document which enables significant “permissions”, for example, establishing bank accounts.
When the invoice for this contract is raised, the registration number on the company invoice should match the registration number, given as the reference number in this contract notification. However, by not recording the registration number, a company purporting to be Honeyman Limited could invoice for this work.
Furthermore, the correct registered address is not provided, it is missing the building name and the postcode. Incorrect details, such as a registered address on a contract, invalidate that contract, as it is not legally constructed. The missing registration number and incorrect address are red flags for potential clone firm fraud and money laundering.
The Government Contracts Finder locates no further contracts, signed with Honeyman Group Limited, until 21 January 2021. Then, they were awarded “Framework for the provision of Water and Clean Systems Testing” by Centre for Process Innovation Limited valued at £189,330. “This contract is for the outsource continued routine monitoring testing for the Water (Highly Purified) and Clean Steam systems in place at the National Biologics Manufacturing Centre.”

Observations:
This contract, starting 18 January 2021, states that it is a continuation of the first contract, for Quality Control, by the “routine monitoring testing for the Water (Highly Purified) and Clean Steam systems in place at the National Biologics Manufacturing Centre.” However the first contract ended on 30 June 2017. No extension was announced, otherwise it would be listed in the results above.
The address given is an approximation of the registered address, missing a coma after Harmire Enterprise Park, whereas the exact registered address should be recorded here. This is a breach of due process.
Conclusion: Upon the expiry of the first contract on 30 June 2017, until the establishment of this second contract on 18 January 2021, the provision of outsourced Quality Control was not enabled by a valid contract, recorded on the Government Contract Finder. The registered address of the Honeyman Group Limited is incorrectly written, this invalidates a legal contract.
On 19 April 2021, Honeyman Group Limited was one of several suppliers to be awarded £15,000,000,000 for Clinical Laboratory Diagnostic Testing Services, by Public Health England, “intended to enable access to Clinical Laboratory Diagnostic Testing Services using extant techniques and allow for the addition of new techniques or existing techniques utilised in a new manner in the future.” Contract is part of the National Microbiology Framework.

Observation:
This contract notice correctly refers to the registered address and gives the Companies House registration number, this is a good example of the information that should have been recorded for the first two contracts discussed.
This contract for “Clinical Laboratory Diagnostic Testing Services using extant techniques and allow for the addition of new techniques or existing techniques utilised in a new manner in the future” is a significant overall project, at £15 billion. The National Microbiology Framework requires further understanding to understand the “value for money” case and risk profile of this project.

Observation: Honeyman Group Limited is the “incumbent supplier” since 1 July 2015. The award of £80,000 on 28 September 2021 for “the immediate requirement for a routine EM programme to provide data for MHRA inspection of the facility”, is concerning.
A routine inspection by MHRA would not require a separate contract, as this is part of a “business-as-usual” service, so it is already covered under the incumbent supplier contract. This is a red flag for potentially being a payment for services that are already contracted for, under its initial contract dated 21 January 2021.
There are irregularities in the registered address provided. There is no comas after Harmire Enterprise Park, when there should be and there is the unnecessary addition of GB. Contracts with the incorrected registered office address, are incorrectly drafted, therefore they can be challenged.
On 21 June 2022 Honeyman Group Limited was awarded a contract of £520,000 under the Framework for the provision of Environmental Monitoring Support by the Centre for Process Innovation Limited. “CPI has a requirement, which will to be to establish a Multi Supplier Framework agreement for environmental monitoring services. Observations: The summary of the project includes errors that make its mean unintelligible “which will to be to establish”. Due process requires that errors like this in a contract should not occur and can make the contract invalid. This is a red flag for irregularities. It states “CPI has a requirement […] to establish a Multi Supplier Framework”. However, this contract has been awarded to a single supplier, the incumbent supplier, Honeyman Group Limited. This is a potential breach of competition rules.
Observation:
The address given is not the exact registered address of Honeyman Group Limited. It omits “Harmire Enterprise Park” and unnecessarily adds “UK”. This is irregular. Material differences in addresses can invoke non-match errors and renders the contract invalid.
On 23 December 2022 Honeyman Water Limited was awarded a contract for Maintenance of Clean Steam Generation Equipment & Distribution System by the MHRA of £72,410. “The Agency requires 'Clean Steam' as part of the standards production process. To ensure that the system is safe and fit for purpose it requires regular maintenance by a suitably qualified company.” Contract location is given as EN6 3QG.
Observation. EN6 3QG is the address of National Institute for Biological Standards and Control, Blanche Lane, South Mimms, Potters Bar, Hertfordshire, EN6 3QG.
Referring to Companies House; Thomas Honeyman is the sole director of Honeyman Water Limited (HONEYMAN WATER LIMITED people). There is the one person with significant control, Praeluceo Group Limited, notified on 25 March 2022, (HONEYMAN WATER LIMITED persons with significant control). As described above, Thomas Honeyman is the sole person with significant control of Praelucio Limited (PRAELUCEO GROUP LIMITED persons with significant control).
There is a potential conflict of interest and deficiency of separation of duties since Honeyman Group Limited is providing the monitoring and testing of “Clean Steam”.
Thomas HONEYMAN holds the exclusive positions of active director and person with significant control in both Honeyman Group Limited and Honeyman Water Limited. The potential conflict arises from the fact that while Honeyman Group Limited is entrusted with Quality Control of Clean Steam, monitoring, and testing, Honeyman Water Limited is responsible for maintaining Clean Steam Generation Equipment & Distribution System. This contractual arrangement establishes a situation where Honeyman Group Limited, by overseeing the quality control, is essentially monitoring the work carried out by its sister organisation, Honeyman Water Limited. This closed-loop process, involving both maintenance and monitoring/testing, raises concerns about the independence of oversight, akin to a scenario where an entity evaluates its own performance, which is 'marking your own homework.' Such a setup poses a risk to the public's best interest, lacking the external scrutiny necessary for ensuring transparency and unbiased evaluation.
To gain an understanding of the “Clean steam” manufacturing process, a search engine located a course on Clean Steam Systems in the Pharmaceutical Industry (pdhonline.com), by Tim Latham MSc CEng MIChemE.
It is evident that “clean steam” plays a fundamental role in the pharmaceutical industry. Any dis-function in the maintenance or quality control of Clean Steam systems, would have an impact on the quality of pharmaceuticals distributed nationally which would make it a national security threat.
Directors of Honeyman Group Limited at contract establishment
There were two additional directors who were active, since the award of the first contract with Centre for Process Innovation Limited on 1 July 2015:
Marcus Booth, correspondence address Harmire Enterprise Park, Harmire Road, Barnard Castle, County Durham, DL12 8BN. Date of birth January 1975. Appointed on 1 March 2012 and resigned on 31 January 2022
Trevor Honeyman, of the same address, date of birth January 1956. Appointed on 26 February 1997 and resigned on 31 January 2022. Occupation given as “Director Chairman”.
When the contracts were awarded for the five projects for Quality Control of “Clean Steam” testing and monitoring, all three of these directors were active, as they were signed before Marcus Booth and Trevor Honeyman resigned on 31 January 2022.
When Marcus Booth and Trevor Honeyman resigned on 31 January 2022, Honeyman Group Limited had a duty to notify their customer that the company had become a sole trader. It is unlikely [to be determined] that a sole trader would qualify to provide a monopoly on Quality Control of Water (Highly Purified) and Clean Steam systems. This introduces a single point of failure in Quality Control, which represents a risk to the public’s best interest.
Thomas Honeyman was the only director of Honeyman Group Limited when the sixth project, the most recent one, was signed on 23 December 2022. This contract was awarded to Honeyman Water Limited for maintenance of Clean Steam generation equipment & distribution system at the National Institute for Biological Standards. This represents a potential conflict of interests with Honeyman Group Limited’s contract for “routine monitoring testing for the Water (Highly Purified) and Clean Steam system”, since the two companies are associated.

Statement of fact:
There are three identities for Thomas Honeyman with date of birth April 1997 registered in Companies House.
